Form of Government

The City of Tulia was incorporated as a council-manager form of government in 1972 through a home rule charter election. The Mayor and four Council Members serve staggered two-year terms. They serve as the legislative body. The City Manager serves as the chief administrative officer and serves at the pleasure of the City Council.

Public Safety

Law Enforcement:
The City of Tulia has a police department and Swisher County has a Sheriff’s office. Tulia’s department employs 8 officers. The Tulia Police Department also operates the 911 Emergency Communications Center for all of Swisher and Briscoe Counties.

Utilities

The City Operates the electric, water, wastewater and sanitation utilities.

Electric:
The electric utility is an all requirements customer of XCEL Energy until May 31, 2019. The electric utility owns a three-mile transmission line that feeds a substation at 200 S. H St. The utility serves its 2,200 residential and commercial customers through the distribution system that is fed through this substation. The electric utility is the northernmost of the seventy one public power municipalities in Texas.

Water:
The water utility serves 1,950 residential and commercial customers from ground water wells and surface water diverted from Lake Mackenzie.
